Dhammika is suggesting vegetarianism should be imposed on others, he is simply suggesting that for a thoughtful Buddhist who wishes to develop their practice this might be a step worth taking. The Buddha teaches that His Sangha can eat substantial food, including meat, except if an animal is killed purposefully in order to feed a monk. Otherwise, true Bhikshus, or Bhikkhus, are allowed to eat meat. As the Buddha did. It was Devadatta who preached vegetarianism. This does not mean that there can be no vegetarian Buddhist monk.
